Not passed: external baseline change

node scripts/check_modernization_status_consistency.js and scripts/verify-change.sh --type=docs --no-db-write --no-e2e --format=json failed because the currently dirty docs/README.md no longer contains the exact .agents/rules/DOCS_INDEX.md routing pointer expected by the existing checker.

This execution did not edit docs/README.md; the failure is recorded as a pre-existing/concurrent-worktree blocker for the repository-wide documentation check. The scoped evidence files require no repair to resolve it.
