Outcome

The reset is the temporary current authority. Existing routing, task, request, Objective, catalog, and generated-view claims that conflict with it are transition inputs, not current planning authority.

The Cloud investigation reported 171 disposition rows: KEEP 87, REWRITE 33, ABSORB 22, TEMPORARY 17, and DELETE candidate 12. The exact CSV/JSON bundle is now tracked under ../evidence/documentation/P1-001/, with its local reconciliation recorded in ../evidence/documentation/P1-001/local-reconciliation.md.

Local Evidence

  • docs/evidence/documentation/CTC-DOCS-R1/inventory-analysis.json contains 625 individually parsed .md, .html, .pdf, .yaml, and .json source-document rows (observed 2026-07-25). It records zero duplicate groups, zero owner conflicts, 14 absolute-path markers, and 69 sensitive markers for review.
  • docs/evidence/documentation/CTC-DOCS-R1/runtime-consumers.json records 71 document-to-consumer references. Runtime-pinned manuals/processes therefore remain KEEP until a consumer migration is accepted.
  • Current tracked files contain 1,100 candidate document-format files. This includes vendored dependency metadata and package documentation; P1-003 owns the repository/vendor boundary. It must not be silently treated as 1,100 business documents.
  • Current-manifest reconciliation is complete: 164 local exact paths exist; the other three rows intentionally represent the old CTC-001.md~CTC-010.md family and two external DOCX references. The four evidence collections expand to 70 tracked files.

Authority And Disposition Baseline

node scripts/docs/check-all.mjs FAIL check-master-roadmap.mjs treats the reset's Phase Task Registry and its "current available work" summary as duplicate Task rows (P1-001 through P1-005, P3-004). This is a P1-004 Harness finding; no out-of-scope workaround was made.

Handoff

P1-006 may use the 171 locally preserved and reconciled rows as the authority/disposition baseline. P1-007 owns approved absorption/deletion execution; this Task authorizes no move or deletion. The whole-suite reset-parser failure is a P1-004 Harness finding, not a P1-001 disposition gap.
