P1-001 — Canonical Documentation Structure, Integration And Cleanup - Live status owner:
docs/ROADMAP.md - Durable decision sources:
Context Appendix HContext Appendix I- Preliminary source-disposition input:
preliminary-document-recovery-disposition.md - Mutation summary: this document records Cloud review findings and the next execution contract only. It does not modify Product, Design, Development, Roadmap, Task status, Wiki rows, Runtime, DB, Production or deployment state.
- Retention/removal: retain through P1-001 final source-by-source review and user acceptance. After its findings are absorbed into the P1 Task ledger and final disposition, retain only if it still provides unique review provenance.
1. Purpose¶
This handoff provides one Git-tracked file that Cloud and Local sessions can use to continue the reopened P1-001 integration without relying on chat history.
It owns neither current project status nor final document disposition. Its purposes are:
- define the exact Cloud review for the Local P1 writer's staged candidate;
- record the current authority and stale-metadata findings already confirmed from
qa; - define the source-family ledger required for the staged-change review;
- preserve deletion and consumer-verification preconditions;
- define the ordered handoff from Cloud analysis to Local integration and final review.
2. Fixed authority and status boundary¶
Only docs/ROADMAP.md owns live Phase/Task status, Lane, parallelism, dependency and activation.
At this review boundary:
P1 = IN PROGRESS — REOPENED
P1-001 = IN PROGRESS — REOPENED
P1-006 = COMPLETE
P1-007 = PLANNED
This document must not be used to:
- mark P1 or P1-001 complete;
- start P1-007;
- select or infer a Wiki publication mode;
- claim Local staged/conflict-resolved bytes were reviewed when they were not supplied;
- infer Runtime, DB, Wiki-row, provider, browser, field or Production state from source review;
- reactivate P2/P3/P4/P5/P6/P7/P9 work.
Historical COMPLETE, IN PROGRESS, CURRENT, packet, Track and Work Package labels in research, evidence, plans and the modernization archive are provenance only unless the Roadmap independently activates the corresponding current Task.
3. Cloud work packages¶
C1 — Staged-change source-family re-review¶
Goal: review the Local P1 writer's staged candidate source family by source family and reconcile it with the P1 ledger.
The candidate was described as 424 staged changes. Cloud cannot verify that count or inspect the staged bytes until a staged manifest and patch are supplied. Therefore the current C1 result is BLOCKED, not PASS.
For every staged path, determine:
actual question and audience
-> unique valid content
-> current authority
-> required action
-> target owner
-> Runtime/script/manual/operator/external consumers
-> preservation reason or deletion evidence
-> P1 ledger mismatch
Allowed required action values:
KEEP
ABSORB
REWRITE
MOVE_WITH_CONSUMER
KEEP_RESEARCH
DELETE
BLOCKED
Each staged path must have exactly one primary source family. Cross-family consumers are recorded separately and do not duplicate the staged-path count.
Required reconciliation checks:
staged path count in manifest = reviewed path count
DELETE without deletion evidence = 0
ABSORB without target owner = 0
KEEP without preservation reason = 0
MOVE_WITH_CONSUMER without same-change consumer plan = 0
unclassified staged paths = 0
C2 — Current authority and stale-metadata reconciliation¶
Goal: verify that Product, Design, Development, Roadmap, Task, Wiki, process and manual surfaces answer distinct current questions and do not recreate competing status authority.
Current C2 result:
Authority model review PASS
Canonical metadata consistency FAIL
Task historical/current split FAIL
Roadmap status ownership PASS
Wiki authority separation PASS / SOURCE-ONLY
Local candidate verification BLOCKED
4. Confirmed current-authority matrix¶
| Surface | Current authority | Owns | Must not own | Required P1 action |
|---|---|---|---|---|
| Product | docs/PRODUCT.md |
Product identity, customer value, scope, profiles, Product gates and Product open decisions | Runtime facts, Phase/Task status, implementation or deployment proof | retain as canonical owner; correct stale metadata; absorb only unique Product content |
| Target Design | docs/DESIGN.md |
approved target authority, decomposition, module/profile/configuration, integration and repository boundary | current Runtime facts, Product scope, Phase/Task status | retain as canonical owner; correct stale metadata; absorb only unique target-design content |
| Development/document standard | docs/DEVELOPMENT.md |
document classes, metadata, naming, lifecycle, retention and bounded verification policy | Product/System content, live status, Git/deployment authorization, process/manual semantics | retain as canonical owner; correct stale metadata; reconcile document-class usage |
| Roadmap | docs/ROADMAP.md |
sole live Phase/Task status, Lane, dependency, parallelism and activation | detailed execution evidence and duplicated Product criteria | retain unchanged unless the user separately approves a Roadmap revision |
| Task | docs/tasks/P1-001.md |
scope, plan, progress, decisions, candidate identity, evidence, residual risk, rollback and handoff | independent live status; completion contrary to Roadmap | separate historical results from current reopened ledger; add C1/C2 result and remaining gates |
| Runtime architecture | .agents/rules/ARCHITECTURE.md |
verified current Runtime architecture and compatibility boundaries | Product target, future design or current Task state | keep distinct; revalidate changed facts against current source |
| Technical contracts | .agents/rules/API_CONTRACTS.md, DB/UI/tenant rules |
current scoped technical facts and contracts | Product or Task status | keep distinct; move only with actual consumers |
| Request policy | docs/REQUEST_OPERATIONS.md |
Request definition, intake principles and separation from Task/deployment authority | live Request registry, storage topology or P3 activation | retain and narrow only when verified overlap exists |
| User Wiki | tenant-scoped T_WIKI_PAGE row after authorized save |
current user-facing Wiki Markdown for that tenant/page | source, process, Product, Roadmap or technical authority | do not infer DB state or publish from Cloud source review |
| Repository manual catalogue | docs/OPERATIONS_MANUAL.md |
manual/SOP routing and repository baseline entry | process semantics, Runtime facts or Task status | retain; absorb operator material source by source; migrate consumers in the same change |
| Wiki internal trace | docs/wiki/internal/PAGE_MAP.md |
slug-to-current-owner navigation for maintainers and AI | user Wiki content or technical facts | retain; update only when slug/owner mapping actually changes |
| Process standard and workflows | docs/processes/PROCESS_CONTRACT_STANDARD.md, each *_WORKFLOW.md |
process behavior, authority, state, exception, retry and recovery | Runtime implementation proof or Task status | retain; absorb valid process semantics from plans/manuals without duplicating user steps |
| Process registry | docs/processes/process-registry.yaml |
machine-readable process source, composition, lifecycle evidence and gaps | Roadmap/Task status | retain and verify with its actual checker/consumers |
| Research/evidence/history | docs/research/**, docs/evidence/**, docs/reference/** |
dated investigation, observation and provenance | current status or current environment proof | retain only for unique detail, provenance or proven consumer; otherwise delete after absorption and caller-zero |
5. Confirmed stale metadata and authority defects¶
5.1 Committed canonical files still claim Local-uncommitted state¶
The current qa files contain stale metadata:
docs/PRODUCT.md
Status: LOCAL UNCOMMITTED CURRENT TARGET
docs/DESIGN.md
Status: LOCAL UNCOMMITTED CURRENT TARGET
docs/DEVELOPMENT.md
Status: LOCAL UNCOMMITTED CURRENT STANDARD
The Local P1 writer must change them only after reconciling the staged candidate with current qa:
docs/PRODUCT.md -> Status: CURRENT TARGET
docs/DESIGN.md -> Status: CURRENT TARGET
docs/DEVELOPMENT.md -> Status: CURRENT STANDARD
This is a metadata correction. It does not by itself prove content absorption or complete P1-001.
5.2 P1 Task mixes historical PASS results with current reopened work¶
docs/tasks/P1-001.md retains earlier Stage 5 PASS and cleanup-result prose while its current completion checklist still has uncompleted source integration, consumer verification, caller-zero, cleanup and user-review items.
The Task must explicitly classify earlier results as historical:
## Historical execution result — superseded by the 2026-08-03 reopen
- Classification: HISTORICAL RESULT
- Current status owner: docs/ROADMAP.md
- Meaning: bounded prior verification only; not current P1 completion evidence
The reopened checklist remains incomplete until the staged candidate and final tree pass the current gates.
5.3 Roadmap-external status language remains in source families¶
Representative source families still contain language such as CURRENT BUILD, CURRENT, implementation in progress, packet completion and release-gate status. These may be valid dated progress records but cannot independently own current Task activation or completion.
Confirmed review targets include:
docs/plans/CTC_SPARE_BALE_TRACKING_PLAN.md
docs/requirements/CTC_SPARE_BALE_TRACKING_DEVELOPMENT.md
docs/plans/APMT_TRUCK_APPOINTMENTS_INTEGRATION_PLAN.md
docs/plans/WP01-09-additive-transition-audit-store.md
docs/requirements/CTC_AI_VOICE_IMPLEMENTATION_GUIDE.md
docs/performance/**
docs/reference/modernization-v1/**
Each must be classified as one of:
current canonical owner
current consumer-bound procedure
accepted decision
current technical fact
current process/manual
research input
dated evidence
historical reference
fully absorbed duplicate
A filename, age or old completion label is not deletion evidence.
5.4 AI Voice family contains conflicting dated implementation claims¶
The AI Voice family includes an earlier gap analysis that states the Voice Gateway/module did not exist and a later implementation guide that claims source implementation completion while provider activation remains deferred.
Neither document is current implementation authority. The Local writer must compare each claim against current source and then split valid content among:
Product boundary
Target Design
Current Runtime/technical owner
Process workflow
Operator manual
Dated evidence
Superseded duplicate requirements may be deleted only after unique content and consumers are verified.
6. Source-family review ledger¶
The following table is the initial Cloud family inventory. staged paths remains UNKNOWN until the staged manifest is supplied.

7. Actual consumer and caller-zero requirements¶
Before moving, renaming or deleting a document, the Local writer must inspect and distinguish:
human Markdown links
PHP include/read/render consumers
script and build consumers
config/registry path consumers
in-app manual source catalogue and sourceSignature
Wiki PAGE_MAP links
process-registry source/supporting documents
operator manual/SOP/PDF/assets
runbook and rollback consumers
external copied links/bookmarks/operator distributions
Known high-risk consumers:
frontend/pages/platform/help/operations-manual.php
frontend/pages/platform/help/operations-manual-content.php
app/platform/wiki_repository.php
scripts/verify_operations_manual_sources.php
docs/OPERATIONS_MANUAL.md
docs/USER_MANUAL_INDEX.md
docs/wiki/internal/PAGE_MAP.md
docs/processes/process-registry.yaml
scripts that read docs/reference/modernization-v1/**
runbooks that cite modernization baseline/deep-analysis paths
Repository search returning zero does not prove external operator/PDF/bookmark caller-zero.
8. Required Local review bundle for C1¶
The Local P1 writer should generate a review bundle without modifying tracked files, branches or worktrees:
cd /Users/kylejang/workspace/ctc-p1
git rev-parse HEAD \
> /tmp/ctc-p1-base-sha.txt
git status --short \
> /tmp/ctc-p1-status.txt
git diff --cached --name-status \
> /tmp/ctc-p1-staged-name-status.txt
git diff --cached --numstat \
> /tmp/ctc-p1-staged-numstat.txt
git diff --cached --summary \
> /tmp/ctc-p1-staged-summary.txt
git diff --cached --binary --full-index \
> /tmp/ctc-p1-staged.patch
git diff --cached --name-only | wc -l \
> /tmp/ctc-p1-staged-count.txt
shasum -a 256 /tmp/ctc-p1-staged.patch \
> /tmp/ctc-p1-staged.patch.sha256
zip -j /tmp/ctc-p1-cloud-review.zip \
/tmp/ctc-p1-base-sha.txt \
/tmp/ctc-p1-status.txt \
/tmp/ctc-p1-staged-name-status.txt \
/tmp/ctc-p1-staged-numstat.txt \
/tmp/ctc-p1-staged-summary.txt \
/tmp/ctc-p1-staged-count.txt \
/tmp/ctc-p1-staged.patch \
/tmp/ctc-p1-staged.patch.sha256
The next Cloud or Local reviewer must record:
base SHA
patch SHA-256
manifest path count
actual reviewed path count
added / modified / deleted / renamed totals
If the manifest count differs from 424, use the actual supplied manifest and explicitly record the discrepancy. Do not preserve the chat-stated count as a false fact.
9. P1 Task-ledger delta required after C1/C2¶
The Local writer should update docs/tasks/P1-001.md with one integrated section rather than creating another status system:
## Cloud C1/C2 — Staged Source-Family And Authority Review
### Candidate identity
- Base SHA:
- Staged patch SHA-256:
- Staged paths:
- Reviewed paths:
- Local checkout:
- Cloud/Local limitations:
### Source-family disposition
| family | paths | unique content | current authority | action | target owner | consumer risk | deletion evidence | remaining gap | result |
|---|---:|---|---|---|---|---|---|---|---|
### Authority reconciliation
| surface | result | correction | remaining verification |
|---|---|---|---|
### Selected verification
| check | result | evidence | limitation |
|---|---|---|---|
### Residual blockers
- ...
The preliminary disposition should receive the final source-by-source reasoning, but the P1 Task remains the current execution/evidence ledger.
10. Ordered execution after this handoff¶
1. Local exports the exact staged manifest and patch.
2. Cloud or an independent Local read-only reviewer completes C1 path/family reconciliation.
3. The single Local P1 writer applies C1/C2 corrections to the staged candidate.
4. The writer migrates document consumers in the same bounded change.
5. Existing focused checks run on the exact candidate.
6. Old-path executable/current-navigation/operator caller-zero is established.
7. Only verified absorbed/obsolete paths are deleted.
8. The P1 Task and preliminary disposition are updated with actual results.
9. An independent Cloud read-only review compares the final staged patch with this handoff and the original manifest.
10. The user reviews the actual integrated tree and deletion result.
11. Only after user acceptance may a separate Roadmap/status decision be considered.
11. Existing focused verification¶
Use existing consumers and focused checks; do not add a catalog, validator, hook or release gate.
Minimum manual/Wiki source checks when affected:
php scripts/verify_operations_manual_sources.php --client-id=1
php scripts/verify_operations_manual_sources.php --client-id=2
php -l frontend/pages/platform/help/operations-manual.php
git diff --cached --check
Additional checks are selected from the actual changed surface. Report every selected item using only:
PASS
FAIL
BLOCKED
NOT_RUN
NOT_APPLICABLE
Source-only checks never prove browser, field, DB, provider, service, Wiki publication or Production behavior.
12. Current verification status¶
| Check | Result | Evidence/meaning | Limitation |
|---|---|---|---|
| Required authority documents reviewed | PASS | AGENTS, durable Context, Appendix H/I, Roadmap, P1-001, preliminary disposition and Project Operations reviewed from qa |
Local staged candidate not included |
| Roadmap-only live status applied | PASS | P1-001 reopened, P1-006 complete, P1-007 planned | no status write performed |
| Current authority model | PASS | Product, Design, Development, Roadmap, Task, Wiki, process, manual and technical owner boundaries identified | candidate integration not verified |
| Canonical metadata consistency | FAIL | Product, Design and Development still claim LOCAL UNCOMMITTED |
Local writer correction required |
| P1 historical/current result separation | FAIL | historical PASS/cleanup prose coexists with reopened incomplete checklist | Task rewrite required |
| Roadmap-external competing status language | FAIL | standalone plans/requirements retain current/progress labels | source-by-source classification required |
| Staged 424-path source-family review | BLOCKED | staged manifest and patch unavailable to Cloud | exact bundle required |
| Static high-risk consumer identification | PASS | manual PHP, checker, Wiki map, process registry and modernization path consumers identified | exhaustive Local/external caller map not run |
| Local candidate consumer checks | NOT_RUN | no candidate bytes or Local execution | must run after integration |
| Old-path caller-zero | BLOCKED | no final move/delete set and no external consumer review | cannot delete based on current evidence |
| Runtime/browser/field/DB/provider/Production | NOT_RUN | outside source-only review | must not be inferred |
| P1-007 execution/publication mode | NOT_APPLICABLE | separate planned Task | do not start or infer mode |
| P1-001 completion | BLOCKED | absorption, consumer verification, caller-zero, cleanup and user review remain | status stays reopened |
13. Final handoff rule¶
Every subsequent Cloud or Local session working on this review must update the existing P1 Task ledger and, while this document remains the active handoff, update this file rather than creating a second parallel review/status file.
A completion report is invalid unless it identifies:
exact candidate SHA or staged patch hash
reviewed path count
source-family reconciliation totals
canonical owner absorption result
consumer verification actually run
old-path caller-zero evidence
deleted and retained paths with reasons
residual NOT_RUN/BLOCKED items
final user review result
Until those facts exist:
P1-001 = IN PROGRESS — REOPENED
14. Post-merge Local reconciliation — 2026-08-05¶
This Cloud handoff remains a non-authoritative historical review input. Its
candidate identity, 424 staged-path report and 1 ahead / 17 behind
relationship were superseded by the user-authorized qa -> codex/p1 merge.
| Item | Local readback |
|---|---|
| Pre-reconciliation committed base | codex/p1@132664cad8f73573381a518ba3bce8af42e13df9 |
| Integrated QA parent | origin/qa@46cc4f923700bc3924c16c0f94b2643559d8868e |
| Current relation | 0 behind / 2 ahead of origin/qa |
| Exact candidate diff | 426 paths: 19 added, 57 modified, 93 deleted, 257 renamed |
| Current source checks | Client 1/2 Operations Manual source checks pass (13 / 17 pages, sources=0); Wiki page-store unit check and git diff --check pass |
The exact 426-path source-family and consumer review remains incomplete. In
particular, no Local/DB Wiki-row, role, browser, external-bookmark, provider,
Field, Production or deployment claim is made by this reconciliation. P1-001
remains IN PROGRESS — REOPENED. The metadata and ledger changes that record
this reconciliation are a subsequent uncommitted Local set.
