8. Fixed inputs for P1-007 and P1-008

P1-007 must design the final document hierarchy from these fixed inputs:

2. .agents/rules/SYSTEM_DESIGN.md remains the current system target input.
3. .agents/rules/ARCHITECTURE.md, API, DB and UI rules remain separate current technical owners.
4. AGENTS.md, .agents/rules/PROJECT_OPERATIONS.md, .agents/rules/CONTROL_TOWER.md and the release runbook are bounded operating owners, not product/Task status owners.
5. Performance plan/status remain a standalone accepted work record; performance evidence remains dated evidence.
6. CTC/MK current-state and modernization crosswalk material remains dated P2 input, not target authority.
7. In-app manual/process source paths cannot move until all named consumers are migrated and verified.
8. P1-001~P1-005 raw research and artifacts remain unchanged and are primary planning inputs.
9. No catalog/generated index, ROADMAP, Request Registry, validator or Harness implementation is authorized by this disposition.

P1-008 must reuse the consumer conditions above before proposing any move map. A folder-level move is not approved merely because every file in the folder has the same document class.

9. Review limitation

Current GitHub source and the preserved 2026-07-30 Local RO consumer artifacts were used. No new host filesystem, deployed web-root, PHP runtime, database, browser, service, or Production inspection was executed in P1-006. Because this task restores documentation owners and leaves all proven consumer-bound paths in place, that limitation does not authorize any unresolved path move or deletion.
