Telegram notification (by topic)ΒΆ
Sending is gathered onto the single route /addons/telegram/messages in addon.telegram. /platform/telegram/send used the same handler but had no caller, so it was removed (2026-09-28), which is why this route sits behind the addon.telegram module gate. Each business module composes its own domain notification and sends it here.
